Well-Known Local Attorney Patrick Duggan Joins Shumaker, Loop & Kendrick, LLP

SARASOTA, Fla. – Shumaker, Loop & Kendrick, LLP, a full-service business law firm, recently welcomed Patrick Duggan as an associate attorney in its Sarasota office.

With over 13 years of experience, Duggan practices employment law, counseling and litigating on behalf of management in a variety of complex matters in state and federal court. He represents employers in pre-litigation matters before the Equal Employment Opportunity Commission, the Department of Labor, and the Florida Commission on Human Relations.

Before joining Shumaker, Loop & Kendrick, Duggan served as senior assistant general counsel for the Sarasota County Sherriff’s Office. During his eight-year tenure there, he represented an agency with 1,000 employees and a $100 million budget, handling varied legal matters as in-house counsel.

Duggan also acted as an assistant state attorney at the State Attorney’s Office for the 12th Judicial Circuit for Sarasota and Manatee Counties. He was the lead prosecutor – from arrest until final disposition – for some of this area’s most notorious criminals.

The Florida native routinely advises employers regarding workplace concerns including discrimination, harassment, hostile work environments, retaliation, interference, hiring matters, reasonable accommodations, documenting workplace conduct, employee drug testing, workplace investigations, employee grievances, terminating employees, and post-employment hearings. He is a frequent lecturer and trainer on a variety of employment-related topics and consistently drafts, reviews and enforces employment policies and handbooks, employee contracts, restrictive covenants, and severance agreements.

His specific litigation practice areas include the ADA, ADEA, FLSA, FMLA, Florida Civil Rights Act, Florida Whistleblower Act, GINA, open government and open meeting laws, Title VII, USERRA, WARN Act and 1981 and 1983 actions.

He earned his bachelor’s degree in history from the University of Florida and his law degree from Stetson University. Duggan currently serves on the boards for Safe Place and Rape Crisis Center (SPARCC), Sarasota Tiger Bay Club, The Ringling College Library Association, and served as the 2017 chairman for its Town Hall Lecture Series. He is also an officer and executive committee member for Judge John M. Scheb American Inn of Court and a member of the Sarasota County Bar Association and The Florida Association of Police Attorneys.
