A nationally recognized expert in advocacy, coalition building, and public policy, Patrick has more than three decades of experience as a public affairs strategist. With a strong background in navigating local, state, and national politics; public affairs; and Capitol Hill; Patrick directs a 30-state network of bipartisan public affairs operatives. His experience in Congress and in the political arena enables him to devise winning strategies at the local, state, and federal levels for corporate, association, and coalition-based clients in high-profile issues.
Prior to rejoining Shumaker Advisors, Patrick served as Senior Vice President and Management Committee Member of Strategies 360. He is also the former Managing Director of Mercury Public Affairs, the President of Troutman Sanders' Public Policy Group, and a Principal with Dewey Square Group. His congressional experience includes serving as Special Assistant and Political Director to then-Senator Joseph Biden (DE) and Chief of Staff to Congressman Owen Pickett (VA). He also served as the Executive Director of the Tennessee Democratic Party.
Patrick is the former Chief Operating Officer and Treasurer of the Tampa Bay Rays 2020, Treasurer of the Hillsborough County Hospital Authority, member of the Hillsborough County Citizens Advisory Committee, and a past Board Member and Public Affairs Chair for the Tampa Chamber of Commerce. He is a 2016, 2017 appointee to the Hillsborough County Ellsworth G. Simmons Good Government Award Committee, and he is a member of Leadership Tampa Class of 2005.
Patrick and his wife, Peggy, who was a Biden Administration appointee to the Department of Justice, split their time between Tampa and Erie, PA. Patrick holds an M.A. in Political Science from the American University and a B.A. from the University of Memphis.
